New pointer-to-hand icon not displaying the 'change height' icon when put on the boundary between track labels

            Description

            I can't get the hand to turn into the 'change height' icon while rolling over the boundaries between track labels. I actually have to be on the boundary and click it to turn the icon into the change height icon - and if I miss, I get the 'move track' function rather than 'resize'.
