Allow users to halt an on-going data access (Punted for 6.5, but may be
time to revisit in conjunction with (2)
Note from Alyssa: PLEASE!!! Accidentally telling IGB to refresh a BAM set and realizing that you hadn't zoomed in enough, or when wigs just will not load, or when the internet is being SLOOWWWWWW!
