Dragging in files from local/web 'unchecks' every entry in the data management table

            Description

            I don't often use the 'blocker' bug warning, but this is bad..

            Clear preferences, run a clean IGB.

            Drag in (to anywhere within the IGB window) a file. Notice that it creates the 'blank' track - but then it disappears. It is also NOT in the Data Management table. Do it with another file. Same results. Open the Local Files folder - all files are present but unchecked.

            Now load those two files as normal, and get images. Darg a third file in. The Images and tracks from the prior 2 files remain, but the place holder track for the new file disappears. The Table also empties out, although all files remain in the local folder.
