Description Add a new button to Data Access Panel on the right of "Configure" in data sources/data sets panel.

The button label is: "Pick Sequence Server"

When user clicks button, a window appears that lists all the Data Sources for the currently selected genome which claim to be able to provide sequence data.

All the Data Sources for the genome will be listed in a table. The window has Jlabel at the top that says something like: "Click and drag rows to pick top sequence authorities for your genome."

Then, the user can sort them by clicking-and-dragging the rows. Whatever gets dragged to the top of the list will be the primary source of sequence data. IGB will go there first to get data.

The next server in the list will be the second source. If the primary server is off-line, IGB will go there second.

            And so on.

In addition, user can disable some or all servers by clicking an icon next to it. We should get a circle with a slash through it for "off" and something else for "on." The icons would switch back and forth when users click them.
