server order on Data Sources preferences tab is not saved

            Description

            If the user changes the order of the servers on
            the Data Sources preferences tab, then exit. When they
            start IGB again the order is lost, the servers are
            in the original order.

            to test: open Pref>data sources. Select UCSC. Use the up arrow to move it to the top of the list. Close IGB. DO NOT RESET. Open IGB and open data sources again. UCSC should still be at the top.
