dragging a floating glyph conflicts with SeqMap selecting/dragging

            Description

            normally when you drag a mouse through the SeqMap, it is either in scroll or select mode
            and it scrolls horizontally or draws a rubber band for selection. If you select a floating
            glyph and drag it up and down, the regular mode is still active and the rubber band gets drawn or
            the seq map is scrolled horizontally. Also, if the SeqMap is in select mode, and you
            select a floating glyph or a graph glyph on the data (right) side of the track (not the left (label) side),
            the track is highlighted on the left side of the data part. But if the SeqMap is in scroll mode,
            it does not get highlighted.
