Track is still beening loaded even hidden which sometimes make IGB very slow

            Description

            To reproduce:

            1. Load 2 tracks from A. thaliana
            2. Hide(eye button on Data Management Table) one of them and click 'load data' button
            3. Un-hide and observe that it has been also loaded

                  Fixed in 12910:

                  1. Hide a track will change the load strategy to 'Don't Load' except the strategy is already 'Genome'
                  2. Un-hide a track will restore the previous load strategy except it is 'Genome'.

                  Description For some specific files, if you add the track and hide it.
                  It will still be loaded when click 'Load Data' for something else to make the application running very slow.                   		To reproduce:
