Track is still beening loaded even hidden which sometimes make IGB very slow

            Description

            To reproduce:

            1. Load 2 tracks from A. thaliana
            2. Hide(eye button on Data Management Table) one of them and click 'load data' button
            3. Un-hide and observe that it has been also loaded

                  Fixed in 12910:

                  1. Hide a track will change the load strategy to 'Don't Load' except the strategy is already 'Genome'
                  2. Un-hide a track will restore the previous load strategy except it is 'Genome'.
