Add option to change height of locked tier.

            Description

            Add option in right click menu change height. Clicking on it should open a dialog box that would allow user to enter the height in pixels.

                  Passed V.13814, Mac, Java 1.7.0_10

                  When right-click menu is open and 'Set Stack Height...' is selected:

                  • Pop-up window appears allowing user to input desired height OR
                  • Button displaying the 'Optimal:#' height (selecting will adjust to this height) OR
                  • Button called 'Unlimited' will adjust height to maximum

                  Dialog box works properly, allowing only integers to be entered. If letters or symbols are input and 'OK' is selected, an error window appears displaying:
                  "For input string: "" Maximum must be an integer: "

                  This option is NOT enabled for the 'Coordinates' Track and it shouldn't. No errors are thrown when this track is selected.
