Shortcut tab: 'empty' icon cells and '-' icon cells (for toolbar) are giving responses to being clicked

            Description

            If you click on a cell that is "empty" for the icon or the check box, The console reports that it couldn't find the action. ie, you get the following in the console:

            com.affymetrix.igb.view.IGBToolBar.removeToolbarAction: Could not find com.affymetrix.igb.action.WebLinksAction@2542880d
