[BUG-679] Windows: tool tips are not dealing with spaces in name AND long 'file names' - JIRA UNCC

Details

Spaces are getting % symbols added in as well as unneeded + signs.

Long names are clipping, clipping a LOT. Are the tool tip boxes in Windows of fixed sizes?
