Float/unfloat shrinks a graph to half height

      Description

      Load a graph and make it large (height). Flot, then unfloat. Notice that when it anchors it is half the orioginal height. Float unfloat again. Again track is half of what it just was. This keeps happening.

            Passed V.13839, Branch, Mac Java 1.7.0_10

            Tested using description by Fuquan. Repeated 'floating' and 'unfloating' does not diminish the size of the 'floated' track.

            A stable reproduce is:

            Load 2 graphs and 1 annotation
            Select one graph then float & unfloat few times
            Observe the height getting smaller and smaller
