Using Graph tab 'Join' causes Annotation tab bug

      Description

      Load up annots and at least 2 graphs. Open Annot tab, use select all. Make a change (such as +/- or arrow). Notice all tracks still selected and panel still active. Open graph tab, use select all, click join. Return to Annot tab, as before, select all, make a change. After change is made, see that the entire Annot panel becomes inactivated. Split graphs, same bug is present. Even if you do this from scratch and chose join then immediately split, this causes the Annot panel bug.

      However, if you do other things to the graphs following split, this seems to clean the annot panel bug.
