can't organize bookmark folders

            Description

            I would like to re-order my bookmark folders but I can't seem to do it. When I click-drag a folder to a new position, IGB thinks I want to move it inside another folder.

                  I have several problems with moving stuff:

                  1. trying to move a solo bookmark below the last folder makes them disappear (they don't go into the folder, they DISAPPEAR)

                  2. I cannot drag and drop the folders at all

                  3. I cannot reorganize bookmarks within a folder
