Allow users to select the nucleotide colors (A,C,T,G,Other) in Prot Annot's Color Preferences. Additionally, we should set Prot Annot's default nucleotide colors to match IGB's default nucleotide colors.

Users are now able to change nucleotide colors in ProtAnnot but there is still a problem with this feature that has been tracked with IGBF-835. Since this story is resolved it will now be closed.
