Features are too close to the sequence axis

      Description

      *Noticed on version 8.2.0.

      It seems that features are too close to the sequence axis.

      When features such as gene models have a short height the top feature's red selection box may get cut off on the top and this is because the sequence axis is right there and causing a conflict (see screenshot).

      Also, if a user hovers their mouse on the top portion of an exon which is close to the sequence axis they may see a hand appear and it is touching the exon, but no tooltip is appearing for the exon. This is because the hand is appearing for the sequence axis even though the hand is still touching the exon as well (this is more obvious on Windows because it seems that the hand icon is smaller on the Mac and didn't touch the exon. However on Windows you can make the hand clearly rest at the top of an exon, touching it, and yet no tooltip is displayed for it.)

      In summary, the features are too close to the sequence axis and are adversely affecting how things are expected to be displayed within IGB.
