Show error message when attempting to add an invalid URL

            Description

            While testing IGBF-640 I noticed that invalid URLs get added to the Data Sources table within Preferences, but they are highlighted in red because they do not respond.

            Instead, it would be better if when a user tried to enter an invalid URL they would see a pop-up message stating something like, "The Data Source will not be added because the URL is invalid."
