Repositories button should unminimize the Preferences window and open to the Plugins tab

            Description

            This issue is only seen on Windows.

            Basically, if a Windows user opens the Preferences panel and then minimizes the window and later hits the 'Repositories' button then the Preferences panel should reopen to the Plugins tab.

            Currently the window will not open at all after it has been minimized and a user clicks the 'Repositories' tab.
