Do not allow loading of empty regions in the event of mid-session internet connectivity loss

            Description

            We should not allow loading of empty regions in the event of mid-session internet connectivity loss.

            What I mean by empty regions is a region that potentially has data but IGB doesn't know that due to no internet connection.

            Currently, if a partial file is loaded, and internet connectivity is lost then clicking load data again will load up empty regions where there may actually be data.
