race condition vulnerability in bottom tabholder

          Description

          A user reported an issue with the bottom tab pane not appearing on startup. Cleaning preferences resolved the issue however, we do not know exactly what state led to this break. A possible solution is to reset the layout preferences when a user installs new version of IGB.
