Restore .SGR export ability for .BAR files

          Description

          A user from HELP-187 requested that we restore the SGR export ability for .BAR files.

          Apparently, IGB used to have this feature but it was removed for some reason. I have looked back to IGB 7 and can not find any evidence of the feature.

          The SGR file format consists of 3 columns, one for chromosome, one for position, and one for data value. This format also uses interbase numbering.

          We should restore this format as soon as possible and notify the user from HELP-187 once it has been restored.
