Fix wrong link in Help menu

          Description

          In IGB 9.0.1 and earlier, Help > Report a bug or provide feedback points to http://bioviz.org/igb/help.html, which no longer exists.
          It should point to https://bioviz.org/help.html instead.
          Also, change menu to read "Report an error or suggest a feature" .
