improve bar.js to handle no response from IGB

          Description

          Modify bioviz bar.js file to no longer need a reply from IGB to halt the "in progress" animation (green circular arrow).

          Instead, if IGB is running, display a message:

          "Welcome BAR user!" and a blue button "Go to IGB" which brings IGB to top of the screen.

          (The REST command issued to IGB is something like "bring to front" - it makes IGB the active application.)

                LOAD DATA button is not working in the bar site for me to proceed with interacting with IGB.

                I verified and it looks like it doesn't load data in localhost. Trying to debug the same.
