Loading local BED file from Welcome Screen causes IGB to read file from server instead.

      Description

      FIRST: Download this test BED file https://igbjira.uncc.edu/jira/secure/attachment/12350/TAIR10_mRNA.bed

      TO REPRODUCE: "Reset Preferences". Open IGB. On the Welcome Screen drag and drop bed file onto Welcome Screen. (Click "Load Data" if needed). Attempt to use the "Quick Search" in the top left corner of IGB. Look for faux values of either "kyle" or "tarun".

      OBSERVE: You can not find them. I believe IGB is loading data from the server instead of the BED file you just attempted to load.

      You can, however, make it work by doing the following.
      TO REPRODUCE: You may start from where we left off above OR "Reset Preferences" and continue... Open A. Thal. Remove Genome track (optional). Then drag and drop the test BED file onto IGB. Click "Load Data" and attempt a Quick Search of "kyle" or "tarun"

      OBSERVE: You now find the search results containing the faux values.

          I have done a bit of testing with this and most of the code related to this is present in GeneralLoadUtils.
          However it seems to be a different bug then expected.

          When drag onto the welcome screen it by default is selecting chr5 but when we open A Thal and repeat
          it opens chr1 by default.

          P.S : The search was related to the Chromosome being selected in the species panel

          My testing indicates that this is no longer an issue that we need to work on. It is also an edge case because it requires a user to open a file they have locally that contains the same name as a file on the server. Also, the user would have to have different data even though the file names are the same , which is highly unlikely. This issue will now be closed.
