Email user when the submission is confirmed by the user

          Description

          A submission Mail should be sent only when the user Confirms (Accepts) the submission.

          Currently, the mail is sent before the user accepts the submission.

                Merged to master. Deployed on testappstore.bioviz.org by running "git pull origin master". Did not rebuild indexes or run migrations as I don't think this would be required.
