Don't allow Re-release of the Same Version on appstore

          Description

          Currently, the AppStore allows the user to submit the released app again. This is not the right workflow. The AppStore should not allow the user to upload the same version of the app as released rather it should throw an error saying "This version of the app is already released. Please increment the app version and reupload."
