Description
Situation: Many file names are not informative (SAMN00145.bam) in terms of the biological relevance of the sample (Wild-type strain, drought treated). Many users would benefit from being able to add comments to samples as metadata.
Task: Add a comment textbox field in the metadata right-panel. This would allow the user to enter generic textual info for each file.

The Code changes for this ticket has been done along with IGBF-1960. Since, adding comments section is common to both folders and files.

Comments field is working correctly in both files/folders and for shared/community data.
Tested a single file with multiple users, appears to be working correctly.

When testing this issue, take a look at how the metadata AVUs are saved when there are multiple owners to a file. As of October 24, 2019, it appears that when a different owner changes metadata it saves it as additional metadata instead of replacing the existing metadata. Ideally, whoever changes the metadata will overwrite any existing metadata, independent on which owner of the file makes the change.
