      Three different IGB users found a bug in the 9.1.0 release that blocks opening bigwig files on Windows.

      Nowlan Freese and Karthik Raveendran identified the problem. It appears to be the same problem fixed previously on 9.0.2 by Srishti Tiwari, but I ([~aloraine]) forgot to apply her patch to the master branch.

      I am going to make a new branch with this JIRA ticket number in the name, cherry-pick the commit that fixed the problem onto master branch, which previously was updated to version 9.1.2.

      Also, update the documentation explaining how to upload installers to Sourceforge. We are using our Sourceforge downloads section to hold all releases of IGB installers so that users can easily download old versions of the software. This has turned out to be super-useful for us during testing because these old installers let us very easy perform regression testing on newly discovered bugs.

      To-do:

      • cherry-pick commit 015c544e7 IGBF-1471 from release-9.0.2 onto master (I should have done this last year)
      • create new branch release-9.1.2, edit README.md for same
      • run release pipeline for release-9.1.2 branch in bitbucket
      • copy release-9.1.2 artifacts to Bioviz, run md5sum to make md5sum file
      • upload new artifacts to Sourceforge, check sums, update info for each file
      • improve documentation for how to release to Sourceforge
      • update News markdown file on bioviz
      • update symbolic link "current" to point to release-9.1.2
