Investigate odd looking private link and unbuttonify it

          Description

          Situation: The private/public notification in the Manage Link right panel sometimes appears oddly, without the usual text. If I click to make the link public and then back to private it is rendered correctly. It only does this some times, so it might be difficult to fix.

          Also, the public/private notification looks like a button with the on-hover and hand appearing. Could be confusing to users. Try to make it less like a button (remove on-hover, hand).
