Investigate: Move green panning arrows to improve usability

          Description

          The toolbar menu in IGB includes two green arrows that pan the main IGB display left and right.

          However, the meaning of the toolbar icons is a bit confusing. Novice IGB users sometimes thing these arrows perform the same function as "Back" and "Forward" buttons in a Web browser.

          The meaning of these two icons might be more clear if we moved them to a new location closer to other navigation components.

          Let's investigate whether moving the green arrows next to the zooming slider bar will improve usability.
