Description
Task: Add ability to create a new folder in BioViz Connect. Implementation idea would be to have a right-click/three dot menu option that would open a small box. The box would contain a blank text field, Cancel button, Create button. The user would enter the name of the new folder and then click Cancel or Create.
Note: Keep special characters in mind for this issue - we may need to do some input sanitization.

1) Need the BioViz Connect right-click menu to appear when a folder is empty.
2) Need to gray out the Create Folder option when user does not have write/own permission in current folder.
Let's create a button in the Left panel: + New
Clicking this button will open dropdown menu (similar to Google Drive) with options to:
Create Folder
Upload File
Upload File from URL
Two issues:
1) When I try to create a folder in:
https://karthik.bioviz.org/middlepanel/#/iplant/home/nowlanf/!%40%23%24%25%5E%26*()_folder
No new folder appears. This may have something to do with the special characters. I can create a folder in !NEWFOLDER , but I can't create one in dot+try1
2) Need to disable the create folder option if do not have write/own permission.

- Need to gray out Create Folder when in location that user does not have own/write access.
