Add dev setting to BioViz Connect playbook

          Description

          Situation: BioViz Connect has different settings for production and development. We currently set the variable IS_DEV_ENVIRONMENT = True for development or False for production.

          Task: Add a variable to the BioViz Connect Ansible playbook yml file so that we can specify if the dev environment should be set to true/false.

                Based on our demo yesterday.
                I have added some additional comments about the installation and initial setup of the control node. I have also added the is_dev environment as requested.

                I ran into an issue with the dev environment login. I have created IGBF-2549 to address this issue. I will continue to test this (2521) issue once 2549 has been addressed.

                Tested as part of my testing for IGBF-2549. IS_DEV_ENVIRONMENT variable in the playbook is working correctly.
