Improve appearance of Last Modified column

          Description

          Situation: The last modified column in BioViz Connect displays the date in the format:
          10-09-2019 16:08:17
          This format can be confusing to users unsure of whether month/day comes first. A better way to display the date/time would be to show just the date for files/folders that have not been modified in the last 24 hours:
          October 9, 2019
          For files/folders modified within the last 24 hours show the time that it was modified:
          16:08:17

          Note: Double-check that sorting by the last modified column still works as expected.

          Task: Implement these changes.
