track height should never be smaller than 25 pixels (or some reasonable default)

          Description

          When users load tracks with many annotations stacked on top of each other, other tracks can be crushed to just one or two pixels, making it impossible for users to interact with them.
          There should be a minimum track height of 25 pixels, which is a little larger than the collapes/expand icon that is displayed in the upper left of every track.

          Note that this may not be feasible to do for 8.1.
