Enable bioviz-connect playbooks to run anywhere

          Description

          Current bioviz-connect playbooks assume they will run on an EC2 in AWS, but this is not strictly required.
          Also, configure the playbooks so that an ordinary user with the proper pem file can run them after an EC2 has been set up for them.
