Remove folder in upload modal

          Description

          Situation: When a user clicks New > Upload... the modal title says "Upload File/Folder". This is incorrect as the Discovery Environment does not currently allow for uploading folders through Terrain.

          Task: Remove the reference to folder so that the modal title says "Upload File". File should be popup_modals.html
