Update JDK 11 branch to use new version

      Description

      Task:

      • Figure out what version to assign to the new JDK branch
      • Modify the pom.xml files to use this new version
      • Modify the install4J configuration file to use this new version

      Ann thinks:

Because the new JDK 11 branch only updates libraries and the JDK itself and does not change the IGB API, we should regard this as a minor or micro version change and not a major version.

(Where major, minor, and micro are referring to semantic version syntax.)

Unclear how to test this issue as IGB is not currently able to run on Java 11.

Could potentially close the ticket after doing a code review on the commit.
