Add option to "Lock Track Height" from the track context menu

      Description

      I noticed that there is no option to "Lock track height" from the track right-click/context menu.

      This is available under the Annotations tab but I think it as deserves to go into the track context menu (maybe somewhere near the top).

          It seems that the option to lock track height has been added to the context menu but it is called "Lock Tier Height". This should be changed to "Lock Track Height" to conserve consistency with the Annotation tab and to use terms that are more familiar to the user.

          It seems that all things relating to the newly added "Lock Track Height" context menu addition are working except for one minor area...when you enable the "Toggle Lock Track Height and Unlock Track Height" button found in the Toolbars tab of Preferences there is a problem: the toolbar button will Unlock a track but won't Lock it.

          (But it seems that you can sometimes Lock a track with the button, but after unlocking you can not Re-Lock it again)

          I think this should be fixed before this story is closed so I am reassigning to Tarun for changes.

          I am moving this story back to the To-Do column because it seems that the "Lock Track Height" option does not work for graph tracks.

          It seems that "Locking Track Height" for graph tracks is more of an issue that we should work on in the future after refactoring is complete. This issue has been recorded in IGBF-549.

          My testing verifies that all parts of this story are working as expected. Since this story is resolved it will now be closed.
