Preferences box does not reappear when the preferences button is clicked after it has been minimized

I recently noticed that the Preferences box does not reappear when the preferences button is clicked after it has been minimized.

This is slightly confusing because I thought the preferences button was just not working.

Other programs work differently. For example if you click to "Show All Downloads" in an Internet Browser you typically see a new box that pops up containing all downloads. This box can be minimized, but if you select to "Show All Downloads" again then the box reappears. IGB does not follow this same convention.

I think we have two options if we wish to resolve this issue:

1) Remove the Minimize/Maximize buttons for the Preferences box (many programs do not include these buttons on Preferences boxes because they do not seem to be very helpful.)

2) We could make it so that the Preferences button restores (unminimizes) the Preferences box when it is selected.
