Description
Situation: While working on IGBF-3409, I discovered that a new version of the bread wheat genome (T_aestivum_May_2021) has been released to NCBI.
Task: Add the latest T. aestivum genome assembly (IWGSC CS RefSeq v2.1) to IGB.

Please DO NOT add the 2bit file for this genome to the version control subversion system. Use the "file" tag to point to a 2bit file hosted elsewhere. This is because the data file is too large and costly to host using our infrastructure. We should use other groups to host this ginormous data file for us, or use a different deployment method, not amazon EBS, which is what our subversion repository uses.
