Fix Color By window opening at top left of screen

          Description

          Situation: When a user right-clicks Track Operations > Color By the window is sometimes appearing in a normal position relative to IGB, and sometimes opening at the top left corner of the screen.

          Task: Determine if this behavior is new, and if it is, fix it so that the Color By window opens in a consistent location.

          To reproduce: Hard to reproduce, but right-click the track and click Color by...
          Result: Sometimes, the Color by window will open in the top-left corner of my screen rather than centered on IGB.
