              I checked out a fresh copy of the repository and the file permissions are fine.

              The problem seems to be that the "contents.txt" file permissions keep getting messed up. The file is not world readable for some reason.

              I bet this is due to the subversion server having somehow got messed up with the file permissions. When the file gets updated, probably its permissions are being reset.
