Update IGB command line options/processing to leverage Commons CLI

We should revisit the home rolled cli options we support and also consider leveraging Commons CLI if we actually have an interest in supporting this functionality for power users.

Commons CLI would provide a simple way to support help command for displaying available options, and also utilities for parsing the options passed into IGB on startup.
