Description
We should revert to the Live Version's way of handling unreachable files during a mid-session loss of data providers. In this way, when a user tries to open a file from a server that becomes unreachable mid-session, there is a popup that says, "The file is not reachable".
At this point the feature tree under Available Data should not allow the unreachable data sets to become checked or opened into IGB's seqmap.
This is an improvement over the way the development branch is now handling this issue.
