deleting a data set disables Load Data button, only for local files

          Sprint 21

          Description

          To repeat:

          Download two attached data files.
          Start IGB.
          Choose latest tomato genome. (Click tomato on start screen. Or choose species S lycopersicum using species menu.)
          Open both files in IGB.
          Zoom in on a region.
          Click Load Data.
          Remove one data set by click red "X" in Data Management table.
          Note that Load Data button is no longer active even though there is still another active data set.
