Swap "Save As" and "Save" button positions in IGB image save window

          Description

          Change the layout “Save as” and “Save” and “Cancel” buttons in the IGB image save window. Make “Save” be the default action when users type ENTER.

          Top row: “Save” and then“Cancel” - with “Save” as the default action executed when user types ENTER.
          Bottom row: “Save as…”
