Quitting IGB seems to be triggering the StartProtAnnot action

      Description

      *This bug is not reproducible on Windows, I only saw this on Mac.

      To reproduce:

      1) Select a gene model and start ProtAnnot (observe: you will see the IGB icon in Mac's dock turn into the ProtAnnot icon).

      2) Close the ProtAnnot window that just opened and attempt to close IGB from the file menu.

      Observe: It seems that the StartProtAnnot action is being triggered.

          Testing for this issue included quitting IGB while PA was running, quitting PA without quitting IGB, quitting one instance of PA with other instances of PA still running, and checking to see if the PA logo ever replaces the IGB logo (this shouldn't happen).

          I noticed that there is a problem in 8.4.2 still. If you open an instance of PA you will notice that the IGB logo gets replaced with the PA logo. At this point, trying to close IGB will result in a buggy behavior.
