Implement weight for items under Tools menu

          Description

          While testing for the release of 8.4.2 I noticed that the "StartProtAnnot" option was appearing at different places under the Tools menu in IGB. This may be due to the fact that weight needs to be implemented for the items under the Tools menu.

              This issue is already fixed in 8.5.0. I am tagging it for 8.4.3.

              Testing for this issue included verifying that "Start ProtAnnot" always appears at the bottom of the tools menu.

              Since this story is resolved it will now be closed.

              This issue still needs to be tested on the minor release candidate for 8.4.3.

              This is not being included in the 8.4.3 release since it is not critical and touches many areas of the code
