ProtAnnot gene labels should float

          Description

          The gene labels need to be improved. They should "float" so that they are always visible when the user pans left or right. Look carefully at how labels are implemented in IGB. We want the same thing for ProtAnnot, but using IGB "classic" resizable labels.

                Testing for this issue incuded:

                -Verifying that gene labels in ProtAnnot are floating the same way they do in IGB (genes float across the entire gene model until the gene model is panned out of view)
                -Verifying that the appropriate gene label was being applied to the correct gene model.

                Since this story is resolved it will now be closed.
