ProtAnnot open file/save image browser should default to user's home folder

              Testing for this issue included verifying that ProtAnnot's Save Image file chooser defaulted to the users home folder on Mac and Windows.

              I checked to see if this was maintained after restarting an IGB session as well as after resetting IGB preferences to default.

              Since this story is resolved it will now be closed.
